In the Ruthless Aggression Era, WWE had a great roster on its hands, with an excellent variety of wrestlers who had unique abilities. However, some wrestlers failed to achieve success during that time, and it's mostly due to how WWE booked them on television.

In the last few years, WWE's booking has been an extremely controversial topic, as fans feel multiple wrestlers couldn't overcome WWE's terrible booking. That problem isn't recent, and it was also quite frequent during the Ruthless Aggression Era.
10 Chavo Guerrero
Chavo Guerrero enjoyed a successful run with Eddie Guerrero as Los Guerreros, but after the tag team ended, Chavo experienced a lot of ups and downs during his singles career. Chavo became involved in the Cruiserweight division, winning the title in the process.
Chavo's first reign with the Cruiserweight Championship ended at the hands of Jacqueline, which completely buried the division. In 2005, Chavo underwent a gimmick change and became Kerwin White, a middle-class racist man. The gimmick failed to get over. In the years after Eddie Guerrero's death, it felt like Chavo was living off of Eddie's legacy, as most of his rivalries would revolve around Eddie.
9 Test
Test's prime came during the Attitude Era, as throughout most of his career in the Ruthless Aggression Era, Test was mostly directionless. Test developed an on-screen relationship with Stacy Keibler, and he would later have a rivalry with Scott Steiner over her managerial services.

Test would leave WWE in late 2004 but returned in 2006, where he would compete on the ECW brand. Test would compete for the ECW Championship a few times, which included the Elimination Chamber match at ECW December To Dismember and a singles match against Bobby Lashley at Royal Rumble 2007. Test would leave WWE shortly thereafter.
8 Matt Morgan
Matt Morgan had all the tools to make an impact during the Ruthless Aggression Era, but success failed to materialize. Morgan was initially introduced as a member of Team Lesnar at Survivor Series 2003, but afterward, he was written off television in order to get more development in OVW.
Once Morgan made his television return, he was given a stuttering gimmick, which was just a waste of talent. Morgan became Carlito's backup for a while, and after Carlito was drafted to Raw, Morgan was left directionless and he was released from the company. Luckily, Morgan would achieve more success in TNA.
7 Robert Conway
Robert Conway had a solid run with La Resistance, but after the tag team came to an end, Conway would transition into a full time singles wrestler. Conway was given a new gimmick of a narcissistic heel who had a similar look as Buff Bagwell.

After an altercation with multiple wrestling legends on Raw Homecoming, Conway adopted a legend killer gimmick, similar to Randy Orton. Obviously this gimmick failed to succeed and Conway would remain an undercard wrestler for the rest of his career.
6 Lance Storm
During the Invasion angle in 2001, Lance Storm won the Intercontinental Championship and made a name for himself as one the Alliance's top heels. As the Ruthless Aggression Era kickstarted, Storm was apart of the Un-Americans, a faction of Canadian wrestlers alongside Christian and Test, who hated on everything America stood for.
The stable had a hot start, but as months went by the group lost more and more steem. Afterward, Storm underwent a gimmick change, as Steve Austin called Lance and his matches boring. In order to gain more charisma, Storm started dancing to the ring. This gimmick change did nothing in making Lance look like a credible talent.
5 Goldberg
While Goldberg did win the World Heavyweight Championship during his Ruthless Aggression Era stint, fans still feel that WWE failed in booking Goldberg properly, as his WWE run just didn't have the same specialty his WCW run had.

Goldberg losing to Triple H at SummerSlam 2003 after Goldberg had run through the entire competitors in the Elimination Chamber match made no sense, and it just hampered the moment he did win the title at Unforgiven 2003. Goldberg's final match against Brock Lesnar at WrestleMania 20 stunk the joint up, but the crowd reactions cannot be forgotten, as both men were booed out of the building.
4 Charlie Haas
As a member of the World's Greatest Tag Team alongside Shelton Benjamin, Charlie Haas proved he was one of the best athletes in WWE. But after the tag team had run its course, Charlie Haas couldn't achieve the same level of singles success as Shelton Benjamin.
Haas became romantically involved with Miss Jackie, which led to a love triangle storyline involving Dawn Marie, which was going to benefit no one. Afterwards, Haas formed a tag team with Hardcore Holly, but it was short-lived.
3 Carlito
Carlito had a strong start to his WWE career, as he defeated John Cena for the United States Championship in his debut match. Carlito truly broke out once he got drafted to Raw in 2005, as he defeated Shelton Benjamin for the Intercontinental Championship and became one of the top heels in the brand.

Throughout 2006 and 2007, Carlito slowly fell down the card and was placed in meaningless feuds. He lost most of his rivalries which made it difficult for Carlito to maintain the same amount of relevancy he had during 2004 and 2005.
2 Shelton Benjamin
Shelton Benjamin was one of the best midcarders of the Ruthless Aggression Era, not only as a singles wrestler but also as a tag team wrestler. He had great matches and while his charisma was lacking, his pure athleticism in the ring was enough to get him over.
However, Shelton did experience some roadblocks during his WWE career. After going on a losing streak, Shelton began a storyline in which his kayfabe mom would verbally berate him and accompany him to the ring in order to start winning matches again. It was hard to take Shelton seriously during this storyline, even though he still achieved championship success.
1 Scott Steiner
After his return in 2002, Scott Steiner had a lot of hype surrounding him. He was immediately placed in a rivalry with Triple H for the World Heavyweight Championship, with the two having terrible matches in back-to-back PPVs.
Scott Steiner already had a tough start, which made it difficult for him to still achieve the same singles success he achieved in WCW. His feud with Test was underwhelming, and after a year in the company, Scott Steiner left WWE, and his Ruthless Aggression Era run became one to forget.
